If you find this incomprehensible, here is the key: when doctors and hospitals talk about "health care" what they really mean is "disease care". It is now politically incorrect to mention disease. Hospitals are now "health care centres". But hospitals are not really interested in promoting health. Not good for business. Developed "Westernized" societies are as obsessed with avoiding death as the Ancient Egyptians.
